I accept that as Accounting officer of the Education and Leadership Trust I am responsible and accountable for ensuring the trust delivers good value in the use of public resources. Whalley Range 11-18 High School and Levenshulme High School form this multi-academy co-operative Trust. I am aware of the guide to academy value for money statements published by the Education Funding Agency and understand that value for money refers to the educational and wider societal outcomes achieved in return for the taxpayer resources received. I set out below how I have ensured that the Academy Trust’s use of its resources is intended to provide good value for money during this academic year.

Improving educational results and efficient management of staffing

Both schools achieved above the national average for 5 A*-C and above the national average for girls at GCSE on a number of indicators. The report of the performance of the last year 13 at Whalley Range showed performance was good at AS and slightly below national average at A2. These outcomes were achieved by a careful use of teaching and support staff across the trust.

  • The staffing is regularly reviewed in both schools to ensure efficiency. A new IT Infrastructure Manager was appointed across the Trust, which will save money. An assistant head was promoted temporarily for this year to lead IT developments across the Trust, which will be more efficient than a lead in each school.
  • The staffing structure at Levenshulme will be reviewed and adapted now the new Academy Headteacher is in post.
    Additional subject specialist Teaching Assistants have been appointed to work in core subjects, ie English, maths and science, for targeted intervention.
  • A new Head of Modern Languages has been appointed at Levenshulme to drive up results.
  • 2 staff have taken additional responsibilities as Directors of Learning at Levenshulme, pending the appointment of permanent post holders in January.
  • We continue to invest in training and development, especially Teaching Leaders for Middle Management.
  • Underperformance is identified and tackled rigorously in both schools now due to the additional appointment of a deputy head for Teaching and Learning at Levenshulme, a role which matches one at Whalley Range. This is having an impact on the support for consistently good teaching and rigorous Quality Improvement processes.
  • A new Work Related Learning and Employability Co-ordination has been appointed at Levenshulme to strengthen and support Careers Information, Advice and Guidance at Levenshulme and to increase the number of inspirational speakers in school. This will raise aspirations and create a greater sense of ambition, especially those who are Pupil Premium students.
  • Intervention for numeracy and literacy has been strengthened at Levenshulme by an additional promoted post. A new lead for English as an Additional Language has been appointed at Whalley Range to ensure these students make rapid progress.

Focus on individual students

  • A new lead for the Learning Room was appointed to support vulnerable students at Levenshulme. A Learning Hub has been established in Whalley Range using current staffing.
  • Levenshulme Library has been developed as a joint provision for challenging or vulnerable students from both trust schools.
  • Target setting has become more ambitious as 4 levels of progress has become the expected target.


  • There has been close collaboration across the Trust for senior leaders and for Heads of Faculty as they develop assessment without levels. Schemes of work have been written and shared across the Trust.
  • Both schools are members of our collegiate which delivers cost effective CPD for heads of faculty, deputy heads, Newly Qualified Teachers and Behaviour Leads. Resources are written and shared with all schools.
  • Each subject at Whalley Range sixth form is linked with a local school or sixth form College to share practice.
  • We are a strategic partner in the Manchester Schools Alliance.
  • We are a national partner school with Teaching Leaders.

New initiatives

  • We are planning the re-fresh and development of the ICT infrastructure at Levenshulme.
  • The Virtual Learning Environment (VLE) at Levenshulme will be developed this year. Time can be saved from learning from the development of a VLE at Whalley Range.
  • The reception area at Levenshulme needs to be developed.
  • A new partnership with Manchester Business School will enhance opportunities for learning for students in both schools.
  • Quantifying improvements and supporting decision making through reliable data analysis.

Focus on reducing the gap for Pupil Premium students

The gap between Pupil Premium students at 5 A*-C including English and Maths at Whalley Range is16%, which has increased due to fluctuations and changes to the exam system this year but is still well below the national average gap of 26%. Pupil Premium students at Whalley Range achieved 54% 5A*- C including English and maths, which is well above the Pupil Premium girls national average (43%). At Levenshulme the gap in 5A*-C including English and maths grew to 17% but also remains below national average (26%). The Pupil Premium pass rate at 45 % is above the girls national Pupil Premium pass rate(43%). Pupil premium funding has been used to pay for:

  • overstaffing in Maths and English to allow smaller class sizes and teacher led intervention
  • appointing subject specialist Teaching Assistants in English, maths and Science to carry out intervention for targeted groups
  • resources for revision guides, on-line revision software and revision materials such as highlighters and index cards
  • Study Support classes to help plan effective revision
  • extended library access before and beyond school day
  • trips and visits essential to course of study but also for cultural enrichment
